1. Here are the average temperatures during January for ten cities. The cities are listed alphabetically:

2. This table shows the changes in the Consumer Price Index (CPI) for each quarter of a year for the last three years. (Each quarter has three months. For example, the March quarter has the months January, February and March. The CPI in the March quarter of 1998 was -0.33%).

Write a list that arranges the quarters from those with the lowest CPI to those with the highest.
