Laws rule!
Context
Students were asked to develop two advertisements to promote and inform the community about a new rule and a new law. One advertisement promoted and informed students about a new school rule, such as a Sunsmart hat policy, no homework on even dates of the week, no riding bicycles to school unless bicycles are registered and cyclists have passed a bike-riding test. The other advertisement promoted and informed the community about a new law, such as the 50 kilometres per hour speed limit in residential areas. The advertisements were expected to include key information about the rule or law, including:
- details of sanctions and the responsible authority
- values underpinning the rule or law
- the benefits of the rule or law.
Students were given several sessions totalling approximately four hours to complete the task. Students could work in groups to develop their ideas but were expected to complete their advertisements individually.
The elements of the Civic knowledge and understanding Level 5 standard addressed by this task are:
(Students) describe the purposes of laws and the processes of creating and changing them. They identify and question the features and values of Australia’s political and legal systems.

A. Explains the benefit of the rule by suggesting the rule helps prevent injuries and has environmental advantages.
B. Provides reasons for the rule, demonstrating an understanding that rules are often needed to protect individuals and benefit society.
C. Identifies classroom consequences of breaking the rule.
D. Discusses respect for authority and environmental benefits displaying an understanding of values which underpin this rule.
E. Explains the purpose of the law regarding vandalism and illustrates the benefits of the law by illustrating the impact of vandalism.
F. Identifies the legal consequences of breaking the law.
G. Discusses the environmental and aesthetic benefits to the community demonstrating understanding of the community values underpinning the law.
G. Omits the idea of respect for property.
H. Demonstrates an understanding of the difference between rules and laws by identifying appropriate consequences. Student identifies rules and laws but does not analyse features or values of laws.
